Hawks CAFE believes La Francophonie member states used a June 2001 war game ('Amalgam Virgo') for surveillance of targets and waste disposal sites in the Lower Hudson Valley prior the 'al-Qaeda' attacks during a 'Global Guardian' war game on 9/11.
"May 15, 2001 Richmond, B.C. - [La Francophonie-controlled] MacDonald, Dettwiler and Associates .. announced New York Office for Technology (OFT) has awarded a statewide contract to provide a digital database of land information to ... be used by federal, state, and local government authorities, as well as not-for-profit organizations, to improve the effectiveness of resource and land management operations, including transportation planning and zoning. Triathlon President John Bennett said: "This digital database of land information will consist of image data of both urban and rural areas, with the initial work to begin this spring in the lower Hudson Valley..." The OFT is the central coordinating body for technology in New York State. "Fresh Kills .. Despite over 50 years of accepting the bulk of New York's household garbage—a tenure that ended in March 2001 in a gesture by then-Mayor Rudy Giuliani to solidify the island's conservative voting base [?]—it remains home to a diversity of wildlife and vegetation. Six sizable landfill mounds, ranging in height from 90 to 225 feet, comprise 995 acres, or around 45 percent, of the total site. All are, or will be, capped with an impermeable plastic liner and topsoil [to conceal evidence?]as well as drainage and other systems to collect methane released from the decaying waste, which will be sold as heating gas. Public use of these mounds, however, will have to wait until such gases and other byproducts have dissipated and the decomposing heaps have settled.
