Dear Mrs. Biernacki:
Re: UN-ICAO warned of ISTAT cluster bombs
Per today's telecon with David Hawkins, Hawks CAFE is warning the U.N. and ICAO that the CAI-Carlyle Canada private equity group appears to have extorted commercial airlines and ISTAT* members into flying illegally-modified aircraft laden with embedded incendiary cluster bombs similar to those used for a 'Global Guardian' war game on 9/11.

Carlyle's bankers, JP Morgan France and BNP Paribas, appear to lease ISTAT aircraft modified for use as incendiary cluster bombs and financed with money stolen from the UN Oil-for-Food program by intelligence agents of late Iraqi dictator, Saddam Hussein.

At the June 2001 Paris Air show, an ISTAT member, Thales, announced the creation of ThalesRaytheon Systems, a defense contractor which appears to have provided guidance and control to 'clusters' of hijacked planes flying in decoy-and-drone formations on 9/11.http://www.aviationweek.com/shownews/01paris4/intell26.htm
ISTAT's members include airline, airframe, engine and aviation equipment executives, banking and leasing officials, appraisers, insurers, consultants, attorneys and brokers who meet regularly to discuss joint venture investment opportunities at the Farnborough, Paris, Singapore and Dubai Air Shows.http://www.istat.org/benefits.html
We believe that ISTAT members illegally embedded incendiary cluster bombs in the Adam Air Boeing 737-400 (KI 574) vaporized in Indonesia on 1/1/07 and in the Kenya Airlines Boeing 737-800 (KQ 507) vaporized in Cameroon on 5/5/07.
In both 'crashes', see notes below, the Canadian Transportation Safety Board based in Gatineau, Quebec, appears to have made 'spoliating' interventions which caused the loss or diversion of evidence of mass murder, arson and insurance fraud.
KI 574's black boxes were located but then lost, KQ 507's black boxes were found and given to the Canadian TSB but the resulting analysis has been withheld from the public on some spurious excuse that "only Cameroon may release such data per the Convention on International Civil Aviation."
We understand that you will be warning Mr. Dominique Antonini, Chief of Security of the ICAO Specification and Guidance Materials (formerly Security and Facilitation) Branch, of our concerns when he returns from vacation next week.
We understand that at least 100 and possibly thousands of Boeing civilian passenger aircraft have been modified by ISTAT members to carry embedded incendiary cluster bombs.
We understand that ICAO officers are responsible for "cooperation and coordination ... with the UN Counter Terrorism Committee".

We trust the referenced lawsuit "Hawks CAFE v. Global Guardians" will help ICAO officers and the UN Counter Terrorism Committee to neutralize the imminent and growing threat to civilian passenger aircraft from ISTAT members' alleged use of cluster bombs.http://www.hawkscafe.com/107.html

Notes: "UN ICAO warned of ISTAT cluster bombs"
"The International Civil Aviation Organization (ICAO), an agency of the United Nations, codifies the principles and techniques of international air navigation and fosters the planning and development of international air transport to ensure safe and orderly growth. The ICAO Council adopts standards and recommended practices concerning air navigation, prevention of unlawful interference, and facilitation of border-crossing procedures for international civil aviationIn addition, the ICAO defines the protocols for air accident investigation followed by transport safety authorities in countries signatory to the Convention on International Civil Aviation, commonly known as the Chicago Convention. See NTSBTSBAAIBBFU, and BEAIts headquarters are located in the Quartier International of MontrealCanada."http://en.wikipedia.org/wiki/International_Civil_Aviation_Organization
"On Monday, 8 January, three large metal objects, suspected to be wreckage, were detected by the Indonesian ship KRI Fatahillah's sonar. First Admiral Gatot Subyanto of the Indonesian Navy indicated three locations, between 3–6 km (2–4 miles) apart, off Mamuju city on Sulawesi's western coast. Due to limitations of the navy's sonar equipment, it was not clear what the metal was, and Indonesia had no other equipment of its own. U.S. Navy ship, USNS Mary Sears, arrived in the area on January 9 with better equipment to help identify the objects, and on the same date a Canadian jet with five separate air crews, working in shifts, was sent to aid with aerial mapping of the suspected location ... On January 21, the flight data recorder (FDR) and cockpit voice recorder (CVR), colloquially called black boxes, were located off the coast of West Sulawesi by the US vessel Mary Sears .. The Mary Sears used its side scan sonar(SSS) unit to map an area of approximately three square nautical miles around the recorders in high resolution, an operation which required 18 passes across the area at approximately 3 knots, taking six hours per pass including lining up for the next pass .. A senior Indonesian marine official said he doesn't believe the equipment which is necessary to retrieve the boxes from that depth is available in any Asian country. The black boxes had a battery life of just 30 days, and are now unable to emit locator signals." http://en.wikipedia.org/wiki/Adam_Air_Flight_574
"The [Kenya Airlines] flight data recorder was recovered, and Kenya subsequently requested that the "black box" be analyzed in Canada, not the US or Europe. The reason stated was the ongoing "conflict" between Boeing vs. Airbus in the global airliner marketplace. Kenya also stressed that Canada's bilingual nature would ease communications between it, French-speaking Cameroon, and English-speaking Kenya. The analysis did take place in Canada and was completed on May 30, though the results of the analysis were not immediately disclosed because only Cameroon may release such data per the Convention on International Civil Aviation."
